PUBLIC CONSULTATION ON THE HEALTHCARE SERVICES ACT (HCSA) AMENDMENTS This circular informs all licensees under the Private Hospitals and Medical Clinics Act (PHMCA) and Healthcare Services Act (HCSA) of the public consultation on the Proposed Amendments to the HCSA.
CONSULTATIONS ON THE PROPOSED AMENDMENTS TO THE HEALTHCARE SERVICES ACT (HCSA) 2.
Since the enactment of HCSA in 2020, MOH has engaged extensively with various stakeholders and noted several areas where enhancements can be made to the regulatory framework. The past two years have also seen the rapid mainstreaming of newer, non-brick-and-mortar models of care, in part due to the opportunities that surfaced while managing the COVID-19 pandemic. As such, MOH is amending HCSA to further strengthen safeguards for patient safety and welfare, as well as enhance operational efficiency and reduce regulatory burden for licensees.

MOH is holding an online consultation from 12 October to 11 November 2022 to seek feedback from the public, including HCSA and PHMCA licensees, on the proposed amendments to HCSA. We strongly encourage you to review the consultation materials on HCSA.sg and provide your feedback and suggestions on the proposed amendments here or scan the QR code below. In the coming months, MOH will also be conducting consultations for the following services which will be rolled out as part of Phase 2 of HCSA implementation:
a) Dental Service;
b) Medical Service;
c) Ambulatory Surgical Centre Service;
d) Outpatient Renal Dialysis Service;
e) Assisted Reproduction Service;
f) Acute Hospital Service;
g) Community Hospital Service;
h) Nuclear Medicine Service; and
i) Human Tissue Banking Service.

MOH will also be holding ‘live’ virtual consultations for dental services (i.e., on 15 October and 7 November) and medical services (i.e., on 22 October (full) and 12 November). Please visit HCSA.sg to sign up for these sessions.

For the other services in paragraph 4, MOH will inform the relevant licensees on the respective service-specific consultations by email sent via HCSA_Enquiries@moh.gov.sg. Updates will also be posted on go.gov.sg/hcsa/consult.
