REVOCATION OF MANADR CLINIC PTE LTD’S LICENCE TO PROVIDE OUTPATIENT MEDICAL SERVICES

The Ministry of Health (MOH) has revoked MaNaDr Clinic Pte Ltd’s licence to provide outpatient medical services granted under the Healthcare Services Act 2020 (HCSA) from 20 December 2024.
2. MaNaDr Clinic Pte Ltd holds a licence under the HCSA to provide outpatient medical services under the business name of MaNaDr Clinic. With the revocation of its licence, from 20 December 2024, MaNaDr Clinic will not be able to offer any healthcare services via:
a. Its permanent premises, i.e. the clinic located at 371 Beach Road City Gate #02-52;
b. At temporary premises (e.g. treating patients at their residences); and
c. Remotely via providing teleconsultation services.
3. This follows MOH’s issuance of a notice to MaNaDr Clinic on 24 October 2024 on the intended revocation of its licence. MaNaDr Clinic was given the opportunity to submit representations in respect of the intended revocation for MOH’s consideration.
4. After careful consideration of MaNaDr Clinic’s representations, and based on the findings from MOH’s investigations, MOH has assessed that an entrenched culture of disregard for the applicable ethical and clinical standards exists within the organisation. A very large number of cases seen by MaNaDr Clinic involved very short teleconsultations. For example, in a sampled month, more than 100,000 teleconsultations involved video calls with patients of one minute or less in duration, with the shortest being one second. The prevalence of such inappropriate practices suggests a lack of effective internal oversight, controls and governance to ensure that outpatient medical services are consistently provided in a clinically and ethically appropriate manner by all its doctors.
5. Hence, it is assessed that MaNaDr Clinic is unable to continue providing outpatient medical services under its licence in a manner that is clinically and ethically appropriate. Correspondingly, all its related accreditations and/or participation in MOH’s financial schemes (e.g. Community Health Assist Scheme (CHAS), MediSave) and Healthier SG will cease.
6. MOH has requested that MaNaDr Clinic inform all affected patients to ensure continuity of care. Affected patients may wish to visit other nearby CHAS, MediSave, or Healthier SG clinics instead.
7. MOH will continue to monitor licensed providers of outpatient medical services that provide teleconsultation services to ensure that teleconsultations are conducted in compliance with requirements, and will not hesitate to take regulatory actions should non-compliances be found.
8. MOH reminds all licensees granted approval under HCSA to comply with their licensing obligations under the HCSA, the applicable regulations, and conditions of their licences and licensing-related approvals.
