To ask the Minister for Health (a) whether the increase in the per capita household income (PCHI) has been matched with the increased cost of healthcare services and, if not, how does the Ministry intend to close the gap; and (b) whether the Ministry aims to increase the frequency of reviewing the PCHI, given the rapid increase in healthcare cost.
Answer
1 The per capita household income and property Annual Value thresholds for means-tested healthcare subsidy schemes have just been reviewed to take into account the rise in household incomes and annual values. Where appropriate, we also review and adjust subsidy levels, taking into consideration healthcare cost increases. For example, we recently enhanced the implant subsidy framework. We have also just announced major enhancements to MediShield Life, to enhance coverage for large healthcare bills.
