APPOINTMENT OF NEW CHAIRMAN FOR NATIONAL UNIVERSITY HEALTH SYSTEM

The Minister for Health has appointed Mr Tan Chong Meng as the Chairman of the Board of the National University Health System (NUHS) from 1 January 2025 to 31 December 2027.

2. Mr Tan Chong Meng is the Chairman of JTC Corporation and has been a member of the NUHS Board since 2011, serving as Deputy Chairman since 2022. Mr Tan is an accomplished business leader with extensive experience in strategy and management across various private and public sector roles, including as a current Board Director of Temasek Holdings and previously as the Group Chief Executive Officer of PSA International.
3. As Chairman of NUHS, Mr Tan will provide strategic leadership and guidance to the cluster, as NUHS continues to transform its health system, pedagogy and workforce to drive clinical excellence through research and innovation, and provide safe and quality care for patients while ensuring longer-term sustainability.
4. Mr Tan will also play a pivotal role in leading NUHS through key infrastructure projects such as the development of the new Tengah General and Community Hospitals, and the redevelopment of the Alexandra Hospital (AH) campus and National University Hospital (NUH) campus.
Outgoing Chairman Mr Hsieh Fu Hua
5. The Ministry of Health wishes to express its appreciation to Mr Hsieh Fu Hua, who has led NUHS with distinction as Chairman since 2019. Prior to that, he was concurrently Chairman of the then-Jurong Health Services (JurongHealth) Board and Chairman-Designate of the NUHS Board in 2017 and 2018. He oversaw major transformations in NUHS, including the merger of JurongHealth institutions Ng Teng Fong General Hospital and Jurong Community Hospital with NUHS, and the NUHS Infrastructure Development Master Plan.
6. Launched during Mr Hsieh’s tenure, the master plan is an ongoing key redevelopment project to enhance healthcare facilities and services, while also improving patient experience and expanding capacity across the NUHS academic health system and its entities. AH held its groundbreaking ceremony for redevelopment in May 2024, and NUH is scheduled to begin its redevelopment in 2025.
7. During his time as Chairman of NUHS, Mr Hsieh led the cluster from strength to strength to emerge from the COVID-19 pandemic as a leading healthcare and academic system in Singapore, with notable achievements in enhancing corporate governance, care transformation, innovation and talent development. He championed staff mental wellness and welfare, actively engaging with clinical and administrative leaders across all healthcare institutions within NUHS.
8. Under Mr Hsieh’s leadership, NUHS pioneered the implementation of NUHS@Home, a mobile inpatient care model allowing patients to receive hospital-level care and recover in the comfort of their homes. NUHS was also an early adopter in fully integrating the Next Generation Electronic Medical Record across all its healthcare institutions, which provides a single patient record across the cluster to enhance care management and delivery.
9. As Chairman of NUHS, Mr Hsieh also oversaw key environmental sustainability initiatives, including the establishment of a comprehensive governance structure for the decarbonisation of clinical care and operations, and the implementation of carbon accounting practices. During his tenure, NUHS developed a robust Green Plan, set ambitious carbon reduction targets, and earned the prestigious Singapore Green Building Council-Building and Construction Authority (SGBC-BCA) Leadership in Sustainability Award in 2024.
10. As concurrent Chairman of the Board of Trustees of the National University of Singapore (NUS), Mr Hsieh’s dual chairmanship at NUHS and NUS has forged a close and strategic partnership for research-driven healthcare addressing real-world challenges. This has led to multidisciplinary collaborations with significant public health impact.
