The 4th Nationwide Emergency Blood Exercise (NEBE) will be held from 14 - 17 Sep 2000. This Exercise is jointly organised by the Ministry of Health (MOH), Singapore Red Cross Society (SRCS), Singapore Civil Defence Force (SCDF), and People's Association (PA)
(please see Annex A for the roles of the agencies in this Exercise).
Objectives
The Exercise aims to:
a. increase the awareness and participation of the public in donating blood during an emergency;
b. familiarise the participants on the operational procedures in emergency blood collection and donation;
c. exercise the emergency blood collection plan of the Singapore Blood Transfusion Service done in conjunction with the SRCS, SCDF, PA and Singapore Armed Forces (SAF)
Theme & Target Audience
The theme for the publicity campaign of this year's Exercise is 'Give Blood. Because The One You Save May Be The One You Love'. This theme was chosen based on the survey findings of the last NEBE (in 1997) which indicated that 96% of the participants donated blood to help others and to save lives, and 78% of participants donated blood because they or their loved ones might need blood in the future (please see Annex B for key survey findings).
The Exercise is targeted at all Singaporeans. In particular, we hope to encourage first-time blood donors, females, and young adults to participate in the Exercise.

The Exercise will be conducted at the following venues between 14 - 16 Sep:

On Sunday, 17 Sep, the Exercise will be conducted at the following 6 community centres / clubs (CCs) and National Blood Centre:

National Blood Centre
The National Blood Centre at Outram Road will be open for blood donation on all four days of the Exercise.
All who donate blood will receive a souvenir and a certificate of appreciation.
Publicity Plans
The publicity campaign will be launched in the major media two weeks before the Exercise, from 1 Sep. This includes:
(a) Print advertisements in the papers and 8DAYS / i-weekly magazines
(b) Television commercials
(c) Radio commercials
(d) MRT in-train panel advertisements
In addition, publicity banners and posters will be displayed islandwide.
